Accusations of Dishonest Play during a DFW LAO Golf Tournament

Definitions:

Suspected Rules Infraction (Dishonest Play): any violation of USGA rules, DFW LAO GOLF Rules, or local rules witnessed by a single DFW LAO GOLF Members of the group in which the alleged infraction has occurred.

Witnessed Rules Infraction (Dishonest Play): any violation of USGA rules, DFW LAO GOLF Rules, or local rules witnessed by 2 or more DFW LAO GOLF Members within the group in which the alleged infraction has occurred.

We as the officers of DFW LAO GOLF have the responsibility to promote and insure honesty and integrity of the game for all of our members during tournaments and events between other organizations. We ask that every member follow, to the best of his or her ability, the rules of golf set forth by the USGA and DFW LAO GOLF.  If there is a time when a member suspects another player of dishonest play, then politely confront the player.  If an agreed upon solution can be reached by a majority of the members within your group, then continue play with all players in the group monitoring the suspected individual’s play and scoring.  If a solution cannot be reached at the time of the alleged infraction, then a committee of three officers and/or advisors (that are not part of the group in which the dishonest play is suspected) will render a decision after reviewing the information.

It is; however, the committee’s responsibility to confront and to give any penalty (ies):

Penalty for Infraction of Dishonest Play 
1st   Infraction (Suspected or Witnessed): Warning/Monitoring by a DFW LAO GOLF Officer, Advisor, or designee of the committee for three consecutive tournaments or longer if committee deems continued monitoring is reasonable.

2nd Infraction*: Disqualification from tournament without refund of tournament fee, loss of all current Championship and Ryder Cup points.  The player will continue to be monitored by a DFW LAO GOLF Officer, Advisor, or designee of the committee. Lastly, notification will be communicated to all DFW LAO GOLF members of the dishonest player.

3rd Infraction*: Immediate Expulsion from DFW LAO GOLF without refund of any tournament fee (s) or membership fee.

*must be a Witnessed Rules Infraction

DFW LAO GOLF Championship Playoffs

In the year of 2011, DFW LAO GOLF will begin a new era for our organization.  We will begin using a new format to determine our club champions for Flight A and Flight B.  There will be a 36 holes playoff at the end of each season.  All net and gross winners from our monthly tournaments will be invited to play in the end of the year championship tournament.  Additionally, anyone in the top five in regards to Championship points, but has not won a tournament trophy is also invited to the end of the year championship tournament. There will be a morning round to include the invitees.  The field will be narrowed for the afternoon round.  At the end of the day there will be three winners of each flight.  Prize money and trophy will be presented to the three lowest scores of the combined AM and PM rounds.  If there is a tie, we will use the Tying Score Cards Rule.  The method of matching/tying cards shall use the following procedure to produce a winner.  If two or more individuals complete a round with the same total score and a playoff is not feasible and a true winner is required for trophies and prize money, matching score card playoff shall apply.  All matching scores will be evaluated by two or more DFW LAO GOLF Officers.  The officers will begin by examining the score of each card of the number one handicap hole.  The individual with the best score on the number one handicap hole will become the true winner.  If a matching score occurs on the number one handicap hole, then the matching score cards are further evaluated using the number two handicap hole and so on if needed until a true winner is found.

All other members and quest are invited to play or come/support in the afternoon round.

AM Round: We will have approximately 30 players (Tournament winners and top 5 champion points earners for 2011).   Anyone in the top five in regards to Championship points, but has not won a tournament trophy is also invited to the end of the year championship tournament.

PM Round: The field will be narrowed to exactly 16 (8 flight A and 8 flight B).  We can invite the rest of the members and guests to come out and play with the top 16 from the AM round.  The top 16 players will go off first and play together. Anyone else playing will have tee time after the top 16.

Prize Money and Trophies will be provided for 1st, 2nd, and 3rd place for each flight. The presentation will be made at the end of the year banquet.

Dallas/Fort Worth Lao Golf Association By-Laws
Article I-Name:
The name of this organization will be DFW LAO GOLF ASSOCIATION (DFW LAO GOLF).
Article II-Purposes:
The purpose of the organization is to promote golf to the Lao Community in the Dallas/Fort Worth area.
Article III-Membership:
All new applicants must meet the following requirement before being eligible for membership.
Section 1.
 Membership shall be available to people of all ages.
Section 2.
Memberships are individual and non-transferable in the club.
Section 3.
Memberships in the Club are for a "golf season" only, with all membership starting on the first of January and ending on the last day of December.
Section 4.
Each candidate for membership shall be recommended by one active members in good standing and complete a membership application. The Board of Directors shall act upon each proposal by vote and a majority of the committee will be required to accept the candidate as a member.
Section 5.
Applicants meeting the above requirements will join DFW LAO GOLF for one season on a probationary status.  If the member has an established USGA handicap or other club’s handicap index, the probationary member may compete for money and prizes in all tournaments. Membership fee is hereby set as $50.00 per season.
Section 6.
Probationary members are eligible to earn Ryder Cup and Championship points.
Section 7.
After one season, the DFW LAO GOLF Board of Directors will consider the probationary member for full membership.
Section 8.
In the event any member of this organization shall commit any act which reflects discredit or disrepute thereon or shall refuse or neglect to comply with the rules and regulations adopted by the Board of Directors, such member shall be subject to suspension or expulsion after ten days written notice and the right to be heard, by a vote of two-thirds of the Board of Directors at any regular meeting or special meeting called for such purpose.
Section 9.
The Board of Directors shall establish all membership fees and dues from time to time in such amounts as they deem to be adequate to operate and maintain the Club. Members shall be liable for dues until their written resignation has been received and accepted.
Article IV-Board of Directors:
Section 1.
The Board of Directors shall consist of the five members of the club: Vanh Souksanith, Gee Pranivong, Touy Ratsamy, Jerry Adhahn, and Richard Smith.  They shall exercise all powers of the management of the Club not specifically excepted by these by-laws.
In the case of any vacancy through death, resignation, disqualification or other cause, the remaining directors may elect a successor by majority vote to hold office as director. Voting shall be by written ballot and those names receiving the greatest number of votes cast by the Board of Directors shall be declared elected. The election will be done by e-mail and published to all members. The Board will convene during the annual meeting of the association.
Section 2.
The annual meeting of the Board shall be held on the third Saturday in the month of January, The Board of Directors shall provide for the holding of such other meetings as may be deemed necessary or desirable and they shall call special meeting upon written petition signed by not less than four of the Board of Directors.
 
Article V-Officers:
 
Section 1.
During the annual meeting, the Board of Directors shall meet and elect five members to serve on the Committee. The Officers will run the association for a period of two years. The Board of Director will elect new members every two years.
 
Section 2.
The officers shall consist of President, Vice President, Treasurer, Ryder Cup Chairman, Web Chairman, Tournament Chairman and Handicap chairman. Their duties shall be such as their title would indicate or such as may be assigned to them respective from time to time. They will delegate their duties among themselves and call for meetings when deemed necessary.

Article VI-Amendments to by-laws:
Section 1.
The Board of Directors shall have the power to repeal or amend any of these by-laws provided that such action shall not be effective until approved by a majority vote of all the Board members of the DFW LAO GOLF at a meeting held in accordance with the provisions contained herein.

Website announcements Rules for the 2008 Golf Season

2008 Membership Fee: $50 pp annually includes Titleist logo golf Cap, a reduce tournament fee, a USGA Rules Book, and eligibility to win prizes and awards.  *First time members will NOT qualify to win awards based on HCP until he/she has completed 2 previous DFW Lao Golf tournaments.

Trophy Awards
Winner of the lowest gross score (flight A and B)
Winner of the lowest Net score (flight A and B; Cannot be the same player)
We will have 1 Nearest to pin and 1 Longest Drive prize for each tournament.

Tournament Fee: members will pay $45; this includes green fee, cart, sandwich, range balls, individual trophies fight A and B, closet to pin and long drive prizes. Only members are eligible for Ryder Cup or Championship points.

Non-Member Tournament Fee: $55 pp includes all prizes available to members except you are not eligible for Ryder Cup or Championship points.  Pay five of the extra $10 non-member fee and automatically become a member. We will give a discount of $10 off of any tournament fee if you bring another paying golfer who becomes a member that has never played with our group.

Golf Only Fee: $45 pp this option includes green fee, cart, and range balls only. You will not be eligible for trophies, prizes, Ryder Cup points or Championship points.

Junior Golfers: We are now inviting junior golfer to participate.  These are golfers 15 years old and younger.  Junior golfer fee will be $35pp.
 
Scorecard Rules:  
  1. You MUST switch your scorecard with another player in your group.  Keep the score for the other player; when the round is complete sign the card and return it to the appropriate player to sign and turn in. 
  2. You MUST have your scorecard signed by the scorer.  An unsigned scorecard will result in a disqualification (DQ) and will NOT be recorded.
  3. A signed scorecard must be turned in to A DFW LAO GOLF ASSOCIATION OFFICERS.
Failure to complete any of these tasks will result in an automatic disqualification (DQ).


Rules for All Tournament Formats
  • USGA rules applied
  • Take 10 seconds to look for lost balls
  • Lost ball - drop near the area of lost ball, 1 stroke penalty
  • Out of bound - same as lost ball
  • Red stake - lateral water hazard - drop two club length away from the hole, 1 stroke penalty
  • Yellow stake - water hazard - drop two club length behind the hazard, 1 stroke penalty
  • Unplayable lie - drop 2 club length away from the hole, must remain in hazard if in a hazard, 1 stroke penalty
  • Swing interference by an immovable object that is not an OB boundary - drop 1 club length, no penalty
  • Line of shot interference by an immovable object, drop as needed to clear obstruction, no penalty
  • Player may not solicit advice from opponents, only from partner/team member

Scramble Format
  • Each player will play their shot from the tee box
  • Each player will play their subsequent shots from the best ball location
  • The hole is played until the ball is holed out
Team Handicap
  • Ratio of lower handicap over higher handicap
  • Ratio multiply by 5
  • Subtract result from lowest team member handicap
Individual Format
  • Ball is play until holed out
Golf Etiquette
  • Replace/refill divots
  • Prepare for your shot while your cart partner is playing their shot
  • Near the green, take putter with you to avoid returning to the cart
  • Repair ball marks
  • Read your putting line while others are putting
  • Avoid stepping on putting line of other players
  • Do not stand behind another player while they are putting
  • Fill out scorecard on the teebox of the next hole, do not hold up the group behind you
  • There are no give-me putts.  Putt out unless given instructions by a DFW Lao golf Association Officer.

Ryder Cup Points: Points are awarded for results in individual tournaments only.

Playoff Not Feasible; Matching(Tying) Score Cards
The method of matching cards shall use the following procedure to produce a winner.  If two or more teams or individuals complete a tournament with the same total score and a playoff is not feasible and a true winner is required for prizes, trophies, money, or Championship/Ryder cup points, matching score card playoff shall apply.  All matching score cards will be evaluated by two DFW LAO GOLF Officers.  The officers will begin by examining the score of each card of the number one handicap hole.  The team or individual with the best score on the number one handicap hole will become the true winner.  If a match occurs, then the matching score cards are evaluated using the number two handicap hole and so on if needed until a true winner is found.  If all holes are matched then DFW LAO GOLF will supply a second trophy for the tying teams or individuals and any prize money will be distributed equally between the winning individuals.

Rules for the 2009 Golf Season: As long as you are a former member (doesn't matter how long and have completed 3 tournaments) you are eligible to win prizes as soon as you pay your membership fees.
