Accusations of Dishonest Play during a DFW LAO Golf Tournament

Definitions:

Suspected Rules Infraction (Dishonest Play): any violation of USGA rules, DFW LAO GOLF Rules, or local rules witnessed by a single DFW LAO GOLF Members of the group in which the alleged infraction has occurred.

Witnessed Rules Infraction (Dishonest Play): any violation of USGA rules, DFW LAO GOLF Rules, or local rules witnessed by 2 or more DFW LAO GOLF Members within the group in which the alleged infraction has occurred.

We as the officers of DFW LAO GOLF have the responsibility to promote and insure honesty and integrity of the game for all of our members during tournaments and events between other organizations. We ask that every member follow, to the best of his or her ability, the rules of golf set forth by the USGA and DFW LAO GOLF.  If there is a time when a member suspects another player of dishonest play, then politely confront the player.  If an agreed upon solution can be reached by a majority of the members within your group, then continue play with all players in the group monitoring the suspected individual’s play and scoring.  If a solution cannot be reached at the time of the alleged infraction, then a committee of three officers and/or advisors (that are not part of the group in which the dishonest play is suspected) will render a decision after reviewing the information.

It is; however, the committee’s responsibility to confront and to give any penalty (ies):

Penalty for Infraction of Dishonest Play 
1st   Infraction (Suspected or Witnessed): Warning/Monitoring by a DFW LAO GOLF Officer, Advisor, or designee of the committee for three consecutive tournaments or longer if committee deems continued monitoring is reasonable.

2nd Infraction*: Disqualification from tournament without refund of tournament fee, loss of all current Championship and Ryder Cup points.  The player will continue to be monitored by a DFW LAO GOLF Officer, Advisor, or designee of the committee. Lastly, notification will be communicated to all DFW LAO GOLF members of the dishonest player.

3rd Infraction*: Immediate Expulsion from DFW LAO GOLF without refund of any tournament fee (s) or membership fee.

*must be a Witnessed Rules Infraction

DFW LAO GOLF Championship Playoffs

In the year of 2011, DFW LAO GOLF will begin a new era for our organization.  We will begin using a new format to determine our club champions for Flight A and Flight B.  There will be a 36 holes playoff at the end of each season.  All net and gross winners from our monthly tournaments will be invited to play in the end of the year championship tournament.  Additionally, anyone in the top five in regards to Championship points, but has not won a tournament trophy is also invited to the end of the year championship tournament. There will be a morning round to include the invitees.  The field will be narrowed for the afternoon round.  At the end of the day there will be three winners of each flight.  Prize money and trophy will be presented to the three lowest scores of the combined AM and PM rounds.  If there is a tie, we will use the Tying Score Cards Rule.  The method of matching/tying cards shall use the following procedure to produce a winner.  If two or more individuals complete a round with the same total score and a playoff is not feasible and a true winner is required for trophies and prize money, matching score card playoff shall apply.  All matching scores will be evaluated by two or more DFW LAO GOLF Officers.  The officers will begin by examining the score of each card of the number one handicap hole.  The individual with the best score on the number one handicap hole will become the true winner.  If a matching score occurs on the number one handicap hole, then the matching score cards are further evaluated using the number two handicap hole and so on if needed until a true winner is found.

All other members and quest are invited to play or come/support in the afternoon round.

AM Round: We will have approximately 30 players (Tournament winners and top 5 champion points earners for 2011).   Anyone in the top five in regards to Championship points, but has not won a tournament trophy is also invited to the end of the year championship tournament.

PM Round: The field will be narrowed to exactly 16 (8 flight A and 8 flight B).  We can invite the rest of the members and guests to come out and play with the top 16 from the AM round.  The top 16 players will go off first and play together. Anyone else playing will have tee time after the top 16.

Prize Money and Trophies will be provided for 1st, 2nd, and 3rd place for each flight. The presentation will be made at the end of the year banquet.

Rules:

1.               The challenge’s Name shall be named after one of the many possible Sponsors.

KWE will be our inaugural sponsor.

2.               This challenge is fully implemented and executed for all the regular scheduled tournaments of a single season (not including the Ryder-Cup or

Thai & Lao New Year tournament).

3.               The challenge is applicable to all DFW Lao Golf Association – Members.

4.               This challenge combines both Flight A and Flight B for one winner.

5.               All players must T-Off from their perspective T-Box based on their Flight as declared by DFW Lao Golf Association.

6.               A designated Sponsor’s Sign shall be placed as reminder at the designated hole along with proper announcement.

7.               The #1 (Men’s) handicap hole of each course, as declared by the GC, played in a tournament is selected for the KWE Challenge 2010.

8.               A player is allowed to miss any 1 of the regular tournaments –or- omit 1 tournament round played.

9.               All players must putt-out to complete the holes (no give-me of any kind).

10.          The total lowest strokes played combined, on these #1 handicap holes, shall be declared the “KWE Challenge 2010 Champion”.

11.          In the event of a tie – then a complete calculation/factor of the #2 handicap holes played from the tournaments would be used to determine the winner (Champion) and so on.

12.          The winner (Champion) of the KWE Challenge 2010 is awarded the followings:

a.    The KWE Challenge 2010 Champion Trophy – with you name on it.

b.    An automatic Free Membership to DFW Lao Golf Association for the following year.

c.    A Cash Prize of $300.

d.    A Special Photo Section in DFW Lao Golf Association Web-Site.

2010 Handicap Rules

2010 DFW Lao Golf Tournament Handicap Rules


1.    Handicap and Flight determination will be determined prior to the first tournament of the year. It is the responsibility of any new member/player to provide 3 recent authentic score cards or a verifiable USGA handicap index prior to any tournaments. If score cards cannot be provided, that member/player will be required to play in Flight A until they have played three or more tournaments sponsored by the DFW Lao Golf or similar organization.

2.    Flight A will consist of players with handicap index of 11.0 and below.

3.    Flight B will consist of players with a handicap index greater than 11.0.

4.    Any player can choose to play in Flight A regardless of your handicap index.

5.    A player with a handicap index of 11.0 and below (A Flight Player) cannot choose to play in Flight B. The determination for Flight B will be strictly be based on your handicap index.

6.    Once a player has chosen a flight, the player will stay in the flight for the entire year regardless of handicap index improvement or change in mind. This is to keep championship point calculation as simple as possible. If your handicap is borderline, please choose your flight wisely as it will be final.

7.    Players will be locked into a flight starting from the very first tournament of the year.

Events 2009 DFW LAO GOLF SEASON/SCHEDULE

It is that time again; I hope that you are as excited as I am about starting the 2009 golf season.  You may notice that we have one additional tournament (November).  As our organization grows, as does the excitement around the new season, each tournament and especially our Ryder Cup Team.
 
Remember to bring a friend (s). You will get $5 off your tournament fee for each new member to DFW LAO GOLF.
 
Below is the schedule which can also be accessed online.
Please sign up online or call me at 817.781.5985 (Richard). As you can see, the first tournament is at Iron Horse with a starting time of 1:30.  Sign up early because, we may only be able to accommodate approximately 34 golfer due to an early sunset. Please arrive early so we can get everyone onto the course as quickly as possible.
Please help spread the word about our 6th Annual New Year Tournament at Sky Creek Ranch GC on April 25th, 2009.
 
I'm pleased to let you know that our tournament and membership fees will be that same as 2008 when you pay online with Credit Card or PayPal. Every paid membership will receive a hat similar to last year. However, if you want to pay at the golf course on the day of the tournament, then the tournament fee will be $50 (instead of $45). If you pay online and cancel before the posted deadline then you will receive a full refund.  In the case that you are unable to play after paying and the deadline has passed, then a refund will be at the discretion of DFW LAO GOLF (i.e., if DFW LAO GOLF has to paid for the absent golfer then there will not be a refund).

We have had a great start in regards to sponsorship for 2009 and hope to continue to bring our members, community and community business together. Please continue to support our sponsors.

DFW-LGA 2008 Ryder Cup Results

2008 RYDER CUP: DFWVGA VS DFW LAO GOLF ASSOCIATION

I believe it was the general consensus of our 2008 Ryder Cup team, that everyone played hard and at the same time had fun.  Our team was sharply dressed as usual.  One of the team members stated, “We may not have played like champions, but we ate like champions” at Le’s Fire Pot after the tournament.  The Ryder Cup competition has always inspired me to improve my game and to become a more competitive golfer and it motivates me to return each year as member and officer to improve our organization and Ryder Cup Team.  I hope it has done the same for you.  Thanks to everyone who participated and to all of our members.

Dallas/Fort Worth Lao Golf Association By-Laws
Article I-Name:
The name of this organization will be DFW LAO GOLF ASSOCIATION (DFW LAO GOLF).
Article II-Purposes:
The purpose of the organization is to promote golf to the Lao Community in the Dallas/Fort Worth area.
Article III-Membership:
All new applicants must meet the following requirement before being eligible for membership.
Section 1.
 Membership shall be available to people of all ages.
Section 2.
Memberships are individual and non-transferable in the club.
Section 3.
Memberships in the Club are for a "golf season" only, with all membership starting on the first of January and ending on the last day of December.
Section 4.
Each candidate for membership shall be recommended by one active members in good standing and complete a membership application. The Board of Directors shall act upon each proposal by vote and a majority of the committee will be required to accept the candidate as a member.
Section 5.
Applicants meeting the above requirements will join DFW LAO GOLF for one season on a probationary status.  If the member has an established USGA handicap or other club’s handicap index, the probationary member may compete for money and prizes in all tournaments. Membership fee is hereby set as $50.00 per season.
Section 6.
Probationary members are eligible to earn Ryder Cup and Championship points.
Section 7.
After one season, the DFW LAO GOLF Board of Directors will consider the probationary member for full membership.
Section 8.
In the event any member of this organization shall commit any act which reflects discredit or disrepute thereon or shall refuse or neglect to comply with the rules and regulations adopted by the Board of Directors, such member shall be subject to suspension or expulsion after ten days written notice and the right to be heard, by a vote of two-thirds of the Board of Directors at any regular meeting or special meeting called for such purpose.
Section 9.
The Board of Directors shall establish all membership fees and dues from time to time in such amounts as they deem to be adequate to operate and maintain the Club. Members shall be liable for dues until their written resignation has been received and accepted.
Article IV-Board of Directors:
Section 1.
The Board of Directors shall consist of the five members of the club: Vanh Souksanith, Gee Pranivong, Touy Ratsamy, Jerry Adhahn, and Richard Smith.  They shall exercise all powers of the management of the Club not specifically excepted by these by-laws.
In the case of any vacancy through death, resignation, disqualification or other cause, the remaining directors may elect a successor by majority vote to hold office as director. Voting shall be by written ballot and those names receiving the greatest number of votes cast by the Board of Directors shall be declared elected. The election will be done by e-mail and published to all members. The Board will convene during the annual meeting of the association.
Section 2.
The annual meeting of the Board shall be held on the third Saturday in the month of January, The Board of Directors shall provide for the holding of such other meetings as may be deemed necessary or desirable and they shall call special meeting upon written petition signed by not less than four of the Board of Directors.
 
Article V-Officers:
 
Section 1.
During the annual meeting, the Board of Directors shall meet and elect five members to serve on the Committee. The Officers will run the association for a period of two years. The Board of Director will elect new members every two years.
 
Section 2.
The officers shall consist of President, Vice President, Treasurer, Ryder Cup Chairman, Web Chairman, Tournament Chairman and Handicap chairman. Their duties shall be such as their title would indicate or such as may be assigned to them respective from time to time. They will delegate their duties among themselves and call for meetings when deemed necessary.

Article VI-Amendments to by-laws:
Section 1.
